This flag for the town of Marstrand in Sweden can be seen on Google street
view here:
https://www.google.com/maps. The flag design is the same as the town's coat
of arms:
https://en.wikipedia.org/wiki/Marstrand_Free_Port#/media/File:Marstrand_vapen.svg.
The flag consists of three white herring circling a white six-pointed
star on a blue background. Historically, herring fishing was a major source of
wealth for the town and its port.
The following Wikipedia page gives a
brief statement of the flag's history, saying, "The anachronistic coat of arms
is based on the town's medieval sigil, in use during the free port era."

Attached is a
square version of the above coat of arms, to match the apparent dimension of the
flag seen via street view, as well as a cropped version of the street view
photo.
