The municipality of Šmartno ob Paki ("on [river] Paka"), formed in 1995, is one of the smallest municipalities in Slovenia by its area (2,818 inhabitants; 182 ha).

The flag and arms of Šmartno ob Paki are prescribed by Decision Odlok o grbu in zastavi Obćine Šmartno ob Paki (text), adopted on 28 October 1996 and published in the local official gazette Uradni vestnik Mestne obćine Velenje.
The flag is in proportions 1:2, transversally divided into
three equal panels, with the municipal coat of arms placed in the center of the central panel. The width of the coat of arms is 2/3 of the flag's width.
The Decision prescribes only the horizontal flag. However, vertical flags are used, as reported by Stanič & Jakopič [j2s05], and as table flags, with the coat of arms smaller than prescribed on the horizontal flag.
Blue represents river Paka whereas the white background increases the visibility of the coat of arms.
The official colour specifications are:
- Blue: HKS 46K;
- Red: HKS 23K.

The coat of arms of Šmartno ob Paki is "Per bend azure and gules overall a goose argent volant to sinister".
Red represents St. Martin's cloak.
Article 21 of the aforementioned Decision provides construction details for the coat of arms. The overall proportions of the coat of arms are 8:10. A coat of arms of 100 mm in width should have its elements outlined with a black line of 0.2 mm in width and the shield outlined with a black line of 1.5 mm in width. The diagonal division of the shield is prescribed with an angle of 129 degrees while the goose is set to 20 degrees.
