The municipality of Dolenjske Toplice was formed in 1998 by secession from Novo Mesto. Toplice means "spa", and Dolenjska is the "Lower Slovenia" region.

The flag and arms of Dolenjske Toplice are mentioned in the municipal Statutes
Statut Občine Dolenjske Toplice, adopted on 7 April 1999 by the Municipal Council, and published in the official Slovene gazette Uradni list Republike Slovenije, No. 47, and are prescribed by Decision Odlok o grbu in zastavi Občine Dolenjske Toplice, adopted on 29 March 2001 by the Municipal Council, and published in the official Slovene gazette Uradni list Republike Slovenije, No. 28.
Decision Odlok o spremembi Odloka o grbu in zastavi Občine Dolenjske Toplice, adopted on 16 February 2006 by the Municipal Council, and published on 21 March 2006 in Uradni list Republike Slovenije, No. 29 (text), amends the legal prescriptions.
The flag is rectangular, in proportions 2:5, horizontally divided in two
unequal fields (in proportions 1:2), light blue and light green, respectively. The attribute of the municipal coat of arms bordered in gold is set near the
hoist. There exists both an horizontal and a vertical
versions, which differ by the position of the attribute of the coat of arms.
Stanič & Jakopič [j2s05] show the flag with colours much darker than prescribed and in proportions 1:2 instead of the 2:5 prescribed ones.

The coat of arms of Dolenjske Toplice is a shield in a semi-circular shape, with charges symbolizing woods and thermal waters: a disk for broadleaf woods, a triangle for evergreen woods and five drops for the thermal spas.
