A Syrian shipping company, Al Fahel is established at Tartous. According to their website (slightly edited):
Al Fahel Shipping Company has been established more than 30 years ago. As shipowners we have core activities as chaterers brokers in the dry market. In addition our company currently owns or manages about 18 vessels with various deadweights, and also as dry chartering brokers we charter a large number of various deadweights tonnes of vessels from 5,000 up to 40,000 in the dry market.
In addition, Al Fahel is active as a ship broker and shipping agency. The "Fleet" page shows a dozen vessels, only a few of which are nationally registered – many sail under the Georgian or Cambodian flags. Al Fahel also has a British extension named Supervessel Express Co., Ltd. The site is not often updated, so there may have been several changes.
Part of the fleet is encountered on shipspotting sites, but I have found no photo of the house flag. Their homepage shows a drawing of it, though, which will have to do: horizontally divided dark blue-yellow-dark blue, in a 1:2:1 ratio it seems, a white oval in the centre partly extending into the blue stripes and on which is placed a dark blue stylized initial "F." What is more, the oval seems to lean to the right.
