AFAD (website) was established by Law No. 5,902, passed in 2009 by the Parliament. The goal of AFAD is "to prevent disasters and minimize disaster-induced damages, plan and coordinate post-disaster response, and promote cooperation among various government agencies". In this regard, AFAD introduced a novel disaster management model which prioritizes Turkey's transition from crisis management to risk management – which came to be known as the Integrated Disaster Management System.
Turkey ranks 3rd in the world in terms of earthquake-related casualties and 8th with regard to the total number of people affected. Every year, the country experiences at least one 5+ magnitude earthquake. In 1939, the Erzincan earthquake claimed nearly 33.000 lives and left at least 100.000 injured. In fall 2011, rapid response from AFAD limited the casualties caused by the Van earthquake to 644 lives and 1,966 injured, while 252 were rescued from debris alive.
