The two flags you cited were the proposals of Tainan City flag announced on
Dec 23, 2014 by the authorities.
On Jan 28, 2015, the city government decided its new flag (to see page 40 in
this
document) on the
official
website.

An other previous flag seen on this photo taken on 12 August 2014 during a
baseball championship in Arizona where Tainan participants were also involved.
It is a white flag with a flower emblem together with city red-contoured Chinese
and English name.

Another flag, showed in photos took in 2014 during a baseball championship in
Arizona, was applied by Physical Educational Office of Education Bureau for the
sports activities.

Actually, the city's new logo was adopted on Dec 23, 2014.

The Logo consists in the petals of Flamboyant (Delonix regia), the City
Flower, and there is orange borderlines around the red petals. In the center,
there is an white image combined with the city name in Chinese characters,
"台南市", and an orange antique wall is in the middle. All of them are surrounded
by a marine blue Plum Blossom. The Plum Blossom is integrated into the City
Flag.

The former city logo was 1978 – Dec 22, 2014, but the former flag was 1978 – Dec
25, 2010. Since Dec 25, 2010 to Jan 28, 2015, the city flag has been suspended
officially, and the former has been unofficially considered as the city flag.

Three slightly different designs are found on the web, all based on the city
logo. This shows a five-petal flower outline with deep indentations and
sepals between each, all red, and on it a white very stylized letter
"南" ("nán") on (or in) some kind of blue bowl outlined in white both
in a red contour area, all this on a blue background area also shaped as a
five-petal flower.

At Globalflag, a dark blue flag with a
slightly different representation of the logo: thicker bowl outline, letter
and bowl directly on the flower and queer gaps in the flower shape showing
through the letter.
