It seems that the Jefferson Parish, Louisiana, changed its flag. Instead the previous variant with parish seal-like logo on a white background, the same logo is now used on a blue cloth. The new flag was seen at flag manufacturer website:

The Jefferson Parish Sheriff's Office commissioned the creation of an official flag in 2009. It is white with SO Badge and three diagonal stripes behind the badge red-white-blue, and "JEFFERSON PARISH" on the top, and "SHERIFF'S OFFICE/four golden stars/ NEWELL NORMAND/ SHERIFF" on the bottom.

Jefferson Parish could soon get a new logo and flag
The parish council
will meet next week to vote on a redesign of the parish brand logo. The rebranding project was a joint effort with the Jefferson Chamber of Commerce and its Young Professionals Committee.
“In an effort to make Jefferson Parish the premier place to live, work and play, a rebranding strategy was needed for both the current and future residents of the Parish,” said Councilman At-Large Ricky Templet. “We wanted to create something modern that celebrates all that Jefferson Parish has to offer and the future generation of our Parish will be proud to display.”
The rebranding project includes a new and refreshed emblem for the Parish, along with a new flag. The current Parish emblem features a Brown Pelican, the official state bird of Louisiana.
The design was adopted in 1996 and has not been updated since that time. The new proposed emblem is a “JP” mark in blue instead of the current green and gold colors. The new proposed flag design incorporates the Brown Pelican and the Huey P. Long Bridge in the background.
