A white flag with an irregularly shaped black upper border. Thirteen green stars are scattered across the white field.  Near the canton position is a town seal in green-line, containing ox-horns, a plow and a small shield. The name, and significant dates are written in a ring around the seal in green. West Newbury is in Essex County.
