Description of the flag

A blue flag, with the town seal in the center - a yellow disk with text, surrounded by a blue ring with the town name and date. The town and state names are repeated outside the seal, and in the upper corners are tow rocking horses, above the words TOY TOWN. Winchendon is in Worcester County.
