Westminster is a city in and the county seat of Carroll County, Maryland. Founded in 1764 as the town of Winchester, the name of the settlement was later changed to Westminster by the Maryland General Assembly in order to avoid confusion with the city of Winchester in Fredrick County, Virginia. Westminster was incorporated in 1818.

The flag of the city of Westminster can be seen in a photograph at patch.com. The photograph shows a color guard presenting the colors as part of a Memorial Day activity. In addition to the American and Maryland flags, the Carroll County flag and the Westminster city flag are displayed. The Westminster city flag features a white field with a dark blue border of
moderate thickness around all four sides, followed by a white inner border of roughly one-half the thickness of the dark blue border, with a very thin red inside border. Centered on the white field is a drawing of a two-story farm house in dark blue. Arched above the house is the word "WESTMINSTER" in dark blue capital letters frimbriated red; ached below the house in smaller dark blue capital letters fimbriated red are the words "INCORPORATED 1838."
