The flag shown at www.lackawannacounty.org appears to be a 3:5 flag with three horizontal stripes, light blue over double high white over black with the county seal centered over all, its diameter being 2/3rds of the flag's height.
The seal shows a variant of the Pennsylvania state coat of arms with its shield filled solid bearing instead the outline of the county map, filled solid. The seal as shown on the flag is fully in black on golden, but when standalone (at least some times), only the rim is such, the rest being black on white (possible with void/transparent background) and the county map a golden outline filled with a pattern of three horizontal stripes: light blue over white over black, but in equal stripe heights. The seal version on the flag furthermore reads "County of Lackawanna" above on the rim, instead of "Lackawanna County" as
usually seen in other representations of the seal.
