Horizontally banded blue-green-yellow, with narrow white stripes between the fields and each field gradationally coloured darker toward the top, over all a seal bearing a shield showing a map, thirteen stars, and a column bearing the abbreviation TJAP downwards, and a tower behind, in shades of brown and white.
