I found this on the Internet two years ago, on a "learning site" of the RCMP. I believe that this is the Colours of the Royal Canadian Mounted Police.

Centennial Flags

This is the centennial flag of the Royal Canadian Mounted Police (RCMP) which is a unique swallow-tail flag design.
Darrell Neuman, 11 November 2011

The red over white swallowtail is the pattern of the RCMP's lance pennon, probably much better known than the Mounties' divisional flags, since the lances are used in ceremonies like the famous Musical Ride.
