Blazon: Per pale Vert and Azure on a Canadian pale Argent an escutcheon of the Arms.

The only part of the Red Deer is the head used as a crest; and on the flag the arms are in Black and White, so there is a grey deer's head for Red Deer.

As to the Canadian Pale/not-Canadian Pale for the college flag, the middle stripe appears to be double the others: Canadian Pale. The flag is drawn approx 3x5: a funny looking Canadian Pale. The Canadian Heraldic Authority likes to draw flags at 3x5 or 2x3 in the grants, then most Canadian manufacturers make the flag in 1x2 anyway.
