The Naval snsign of Serbia and Montenegro is red with the national flag (proportions 2:3) in canton. Proportions 2:3.

The red stripe of the national flag in canton is bordered white when in contact with the flag field. Previously, the white line ran along the three stripes of the canton.

The jack of Serbia and Montengro is red with the national coat of arms in the middle. Proportions of the flag are 2:3.

The size of the coat of arms is not defined. Jiri Tenora suggests that it should be probably 1/3 of flag width (that is 1/2 of height), and is probably right. Other sizes (1/3 and 2/3 of height) are not appropriate.

Album des Pavillons [pay00] shows (after Jiri Tenora) a border guard ensign consisting of a blue-white-red triangle placed along the hoist, the field being otherwise red.

Someone claiming to be working in the River Flotilla of (today) Serbia informed me that the flag of the Border guard was used, without the red star, from 1992 up to 2005, when the Border Guard was disbanded as an organization.
I have not been able to find any legislation or regulation regarding this flag after 1992. Certainly it is not mentioned in the 1993 Law regarding the ensigns and flags of the Navy, but this may be due to the organizational changes in the Border Guard itself or it may be omission (although all previous laws regarding naval flags in Socialist Yugoslavia did mention such an ensign, and it would not be logical that it was omitted in 1992 only by error - the previous laws were more or less copied word for word, omitting the red star).
