The white flag is divided per bend sinister by a black over white stripe. In the lower fly corner is a black inscription "RCN"". In the upper hoist quarter is a coat of arms topped by a white mural crown. The shield is divided per bend sinister into blue and yellow. It contains all the elements from the local coat of arms as follows: a black antler, a red horn with a blue diamond.
