Part of the action at the beginning of Casino Royale (2006) takes place in
the embassy of Nambutu. The flag and arms of that fictional country appear in
a sign. The flag is a cross between Djibouti and Mozambique.

The Nambutu flag is seen first on a panel at the Embassy entrance and later on several shoulder patches inside. I could not see any actual flag, neither in- nor out-doors.
The design seems to be red over green with black hoist triangle, with a thin white pall overall
dividing the three fields, and a red star on the triangle (not fimbriated).
The shade of green seemed particularly light. More about the movie can be found

In the James Bond's 007 film Live and Let Die (1973) there is
a flag for, according to the movie, San Monique.
The movie clarifies that this island is located in the Caribbean.
In one scene, the flag can be seen, with this design:
It's is identical to the Surinam's national flag's bars except for the color
and the national coat of arms: The colours of the horizontal flag bars are
blue (FIAV B), white (FIAV W), green (FIAV V-), white, and blue.

Is the San Monique flag supposed to have an overall emblem on it? I've drawn the flag assuming the stripes to be of equal width and it's emblemless. I fail to see a specific similarity with the flag of Surinam, unless this is a way to say that the middle stripe is wider.
Based on the description, it does resemble one of the several
flag-like patterns reported for a slightly less fantastic, and utterly
non-fictional country-like entity in the (current) Hispanic Americas —
the 1860-1862 Kingdom of Araucania and Patagonia flag-patterned medal ribbon.

This flag appears very often in one of James Bond's movies
(can't remember which one. I saw it some years ago). That's the
flag of the criminal organization 'SPECTRE' (very bad guys)
It's an horizontal triband of yellow, black, yellow with nothing else
on it.

IIRC the octopus was also used as a SPECTRE emblem, though on Blofeld's ring, etc., not on a flag. However, might it not have been used as such in a movie prior to "Octopussy"? Al Kirsch, 8 December 2003
There was also a flag in Octopussy, a white flag with an octopus
design (and a gold fringe; part of the design?). I found it curious, since the
octopus was also used as a SPECTRE emblem.

If I am not much mistaken there is a flag with an octopus in two James Bond movies (one being the
Octopussy, obviously, but also one immediately preciding it has, IIRC,
the flag more prominent. Flag is white with golden octupus with
multicoloured ornamentations on it, IIRC.
