Flag of Haute-Vienne

The flag in use in front of the Departmental Council building after 2015 (photo, photo, photo) is white with the graphic part of the logo adopted in 2015 and the wording "Haute-Vienne / le département" on the logo's right side.
The stand-alone logo, with the wording "département / Haute-Vienn" placed below the logo, was used on paper flags (photo) offerred during Tour de France 2015

The former General Council used until 2014 a blue flag with a slightly different logo - which was modernized in 2015 when General Councils were renamed to Departmental Councils - and the white wording "conseil / général / HAUTE-VIENNE" (photo, photo).
This logo was adopted in 2005, as a modernization of the previous logo, which had different style for the letters "hv" and three green bars.

The flag of Haute-Vienne observed in 2010 in Mézières-sur-Issoire was blue with the former logo of the department, and the words HAUTE-VIENNE / Conseil général below in Times New Roman white letters, judging from the lettering and the green parts that can be observed on GoggleStreetView (photo, photo, 2010).

The banner of the arms assigned by Jacques Meurgey de Turpigny and Robert Louis in Marques symboliques des départements français was used on 5 January 2019 during a Gilets Jaunes' demonstration held in Limoges (photo).
The arms, "Ermine a bordure gules a fess wavy azure", are composed of the "traditional" arms of Limousin, also designed by Jacques Meurgey de Turpigny and Robert Louis, charged with a fess wavy to symbolize river Vienne that crosses the department from east to west.
