The flag is heraldic in origin. It shows the French Modern pattern of the royal standards, i.e. the leopards/lions of England quartered with three fleur de lis of France, the whole is superimposed by the red centred cross of St.George fimbriated white.
According to source p.38 it is �the oldest and most beautiful house flag, that has vanished from the sea, for the Muscovy Company no longer exists.� Queen Elizabeth I., in granting it a charter to trade with Russia, especially furs, allowed it to use the St. George�s Cross and the English arms.
