The symbols of Đulovac are prescribed by Decision Odluka o grbu i zastavi Općine Đulovac, adopted on 13 March 2009 by the Municipality Assembly and published on 17 March 2009 in the Municipality official gazette Službeni glasnik Općine Đulovac, No. 2 (text).
The symbols are described in the Article 4 of the Municipality Statutes Statut Općine Đulovac, adopted on 30 July 2009 and published on 31 July 2009 in Službeni glasnik Općine Đulovac, No. 6 (text). This is repeated in Articles 5 and 6 of the current Municipality Statutes Statut Općine Đulovac, adopted on 4 March 2013 and published on 5 March 2013 in Službeni glasnik Općine Đulovac, No. 2 (text).

The symbols of Đulovac were designed by Berislav Schejbal (see Likovni predložak grba i zastave Općine Đulovac - Artistic stencil of the coat of arms and flag of the Municipality of Đulovac, 2009) (notice). B. Schejbal is an archaeologist in the Museum of Daruvar, with a number of works published in scientific journals.
The municipality accepted the offer from B. Schejbal for the design of its symbols by Decision Odluka o prihvaćanju ponude za izradu likovnog prijedloga grba i zastave Općine Đulovac, adopted on 29 January 2008 and published on 25 February 2008 in Službeni glasnik Općine Đulovac, No. 1 (text).
Decision Odluka o podmirenju troškova rada Povjerenstva za davanje mišljenja u postupku odobrenja grba i zastave, adopted on 24 September 2009 and published the same day in Službeni glasnik Općine Đulovac, No. 7 (text), prescribed the spending of budgetary funds (as planned) for the paiement of the fee for the work of the State Commission that had approved the symbols. That would mean that by that time at least, if not even prior to the publication of the 2009 Decision, the Commission had approved the designs.

The flag (image) is in proportions 1:2, blue with the coat of arms in the middle.

The description of the coat of arms given by the designer is u žutome polju na zelenome tlu crvenu utvrdu s dvije kule nadvisuje bijela raskriljena golubica s aureolom, more or less, "Or a castle with two towers gules on a base vert and in the chief a dove displayed argent haloed or". The designer's explanation for the "historical background" of the coat of arms is:

The castle symbolizes the nobility arms of Count Julije Janković of Daruvar, the founder of Đulovac (Julaves), but also the medieval fort of Stupčanica (1330). The haloed dove symbolizes the parish church of the Holy Spirit in Đulovac.
