Local Council El'ad (meaning Forever God) is situated
in central Israel, SE to Petah Tikva
and south to Rosh HaA'yin . Est. in
1997 and got 12,000 inh, all religious Jews. I was told (second
hand information only) that in case of need an emblem on white is
used. Flag only probable until confirmed. The municipal emblem
was published in the official gazette (Rashumot),
'Publications Gazette' section (Yalkut ha'Pirsumim), YP
4843, 17 January 2001.

El'ad became an Local Council in 1998 and already got 25,000
inh. (2005) and growing, so probably it will be promoted to
municipality in the near future. Its religious character can be
seen also by including the tablets in its emblem. The name El'ad
is taken from the bible (Chronicles I, 7, 21).
