We would like to know more about this flag, especially its current usage, base of support, symbolism, creation date etc. and also about the relationship (if any) between the movement promoting this flag and the well known Pan-Assyrian flag (showing a similar emblem – winged sun?).

Regarding the symbolism of the "winged sun," I think it is related to the zoroastrian representation of Ahura-Mazda or Ormazd. Compare with the image in this website. Although Zoroastrianism is mostly an Iran-based religion nowadays, it is quite possible that the symbolism has influenced neighbouring cultures. Since Arameans are mostly Christian and thus have an aversion to representations of God, this might be a symbol used to represent the religious traditions of the various confessions (Coptic, Nestorian etc.). Regarding the link with the pan-Assyrians, the historical section of their website seems to qualify Syrian as being the same as Aramean...
