On the website of The
Grand Gedeh Association in the Americas Incorporated the flag of the
county is different.

The only significant difference I see is the color of the upper stripe, grey instead of blue. This being most probably due to computer imaging error and all other differences being of detail, I say that this is the county flag, but not different enough to be a new one (nor to be the flag of something else).
This is an excellent finding, however, and indeed the differences found between this flag image in use and the image from [smi75b] prove that this flag is “real” (as probably all other county flags too) — if this page showed instead an image identical to the one in [smi75b], it could be due to the web designer for Grand Gedeh Association in the Americas having it copied from above or other source based on [smi75b].
