According to the local council website:
The Ta' Xbiex coat of arms depicts a ship's wheel since it is the main marina in Malta. It was officially approved on 19th February 1993 when the Local Councils were set up in Malta for the first time. (Government Supplement No 15,718 - section C, No 30 ; Suppliment tal-Gazzetta tal-Gvern ta' Malta, Nru. 15,718, 19 ta' Frar, 1993, Taqsima C, Nru 30)'Ta' means 'of' and 'Xbiex' either is derived from 'Xawbas' a wild prickly shrub of the raspberry genus or from 'Tax-Xbiek' meaning 'of the nets'.
