Note by Editor:
    1. According the decree published on October 19, 2000, the Secretary of Defense shall use the distinctive flag appointed to the Secretaries of State.
    2. The "Secretaría de la Defensa Nacional" (Secretariat of Defense) was created by decree of November 1, 1937, replacing the "Secretaría de Guerra y Marina" (Secretariat of War and Navy).
    3. The Navy business were administrated by the "Secretaría de la Defensa Nacional" as a "Departamento" (Department) unitil Dec. 31, 1939. A day later the "Departamento Autónomo de Marina" came into effect.

The Secretariat of National Defense (Secretaría de la Defensa Nacional) started functions on November 1, 1937.
It is probably the ensign appointed to the former Secretary of War and Navy remained the same after the change.

In 1939 Flaggenbuch show a square national flag for secretary of State, and same with tail for undersecretary.
