It appears that Naco does not use a municipal flag, as I was unable to find one in my search within the municipal building and outside.

I was informed by the municipal secretary that no information on the symbol's background could be found through an exhaustive search in the municipal archives. Description of the coat of arms according to the Municipal Regulations of the Interior for Work of the municipality:
Article 18.- The coat of arms of the Municipality of Naco, in the upper part shows a profile view of the mountain range San José, at the foot of which the municipal seat of Naco is found, being furthermore one of the principal characteristics of the population as part of its orography. The cactus which is valued at the foot of the mountain range represents the name of the municipality since Naco signifies cactus in the Ópata language. The acorn in the other extreme shows the characteristic flora of the region.
In the upper left margin, one of the elements which makes socioeconomic development possible is cattle-raising, in the right angle appears the map of the State of Sonora with the geographic localization of the municipality describing the contour of the same.
In the lower part appears a cannon which symbolizes a battle which occurred during the revolution: 144 days in the site of Naco.
