Here is flag and coat of arms of of former municipality of Kråkerøy. Kråkerøy was merged into Fredrikstad in 1994.

Blazon: på blå bunn et omvendt sølv gaffelkors.
In English: Azure a pall inverted argent.
Approved by the royal resolution of 8 December 1961 after a drawing by Paulus Holm. [c2j87]
The design represents the Glomma river flowing from joins of the Østerelv and Vesterelv rivers.
BTW, the site shows the mayor's chains of various former municipalities of Fredrikstad. 
Particularly interesting is the old emblem used as the coat of arms of the Onsøy municipality that was not approved and eventually replaced by the cairns one in 1988. The previous arms shows a golden O-rune in a blue disk over blue waves. I don't think that this was documented in sources we have.
