Description of the flag

Province of Chincha is in Region of Ica, Peru. It was created 30.10.1868. It has area of 2988 km² and population of 177 000. Full history in Spanish in the municipal website. Its symbols are presented in the municipal website. There is no image of the flag, but just a description. As far as I can understand, it is cream in colour with the coat of arms in the middle. Proportions are not given.

I agree with the translation; for the ratio I suggest 2:3, to match the national flag.
