This was a legacy from the days of the Raj. During the early 20th Century, armoured cars were attached to British and Indian aviation forces. The cars and the aircraft worked in teams to police the vast areas of the Empire. After Pakistan became independent, its air force continued to maintain (for a while at least) its own armoured car fleet, and the commander of this unit had a distinctive flag.
