It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Azure, two roosters of Barcelos respectant Or, combed and armed Gules, in base a fountain Argent pouring water of the same. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "GALEGOS - STA. MARIA".
Meaning:
Although these two words, "galego" (= "Galician") and "galo" (= "rooster") have very different etyms, they are unavoidingly similar and prone to be subjected to folk etymology. The legend that forms the base for this iconic rendition of sunrise calling poultry is featuring a Galician, too; I think that these arms draw on this pun, rather than creating it.
