It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.
Shield Argent, an olive tree Vert, garnished and fruited Azure. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "OLIVEIRA - BARCELOS".
The arms are canting, the name of the commune means "olive tree".

Oliveira Commune is one of the 61 communes of Barcelos Municipality; it had 1004 inhabitants in 2011 and covers 5.5 km².
