About the Flag

It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

Coat of arms

[Torres do Mondego commune CoA] image by Sérgio Horta, 4 Dec 2008

The arms are Vert with base wavy of Argent and Azure, in centre two embattled towers Argent, masoned Sable with port and windows Sable. In chief central a bag Argent. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "TORRES DO MONDEGO".
I have no idea about the bag but towers and base are canting element, the tower representing themselves and the base representing Río Mondego.
Source: I spotted this flag on 27 September 2013 in the town hall of Coimbra.

Flag and coat of arms were approved on 10 January 2001, published in Diário da República: III Série.
