It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field (village rank).
Source: I spotted this flag in front of the local administration building on 30 September 2013.

Presentation of Vale de Prazeres

Vale de Prazeresis one of the pre-2013 communes of Fundão Municipality. It had 1267 inhabitants in 2011 covering 54,36 km². The commune merged with Mata da Rainha commune in 2013. (probably before I spotted this flag). Flag and arms of the new Vale de Prazeres e Mata da Rainha commune I don't know, maybe it hasn't yet proper symbols.
