It is a fairly typical Portuguese communal flag, with the coat of arms centred on a plain yellow field (village rank).

The arms are Azure a 5-point star Or and in chief a cogwheel Argent at dexter and a snow cristal Argent at sinister and in base six 5-point stars Or alongside an invisible embowed line. Mural crown Argent with three visible towers (commune rank) and white scroll reading in black upper case letters "FREGUESIA DE SEIA"
Meaning:
Both, the snow cristal and the stars, refer surely to the local Serra da Estrela, literally "Star Range", the highest mountain in mainland Portugal; the cogwheel may refer to local industry.

Seia Commune is one of the pre-2013 communes of the synonym municipality (q.v.); it had 6928 inhabitants in 2001 and covers 19,77 km².
