Description of the flag

The PSR (Partidul Socialist Român = Romanian Socialist Party) is a small left-socialist party without parliamentary representation. The symbols are described in the statute [http://www.psr.ro/web/Statutul_PSR_20010807_W95_v3.1.4.2.htm]:

Soarele - simbolizeaza inceputul unei zile insorite, un vitor luminos pentru Romania si poporul Roman. Ramura verde - simbolul victoriei si mentineri in timp a idealurilor poporului roman.. (c) - DRAPELUL Partidului Socialist Roman, este dreptunghiular, de culoare rosie, stema partidului se aplica pe o banda de culoare galbena asezata vertical la mijloc ,in centrul culori galbene.

My translation: Coat-of-arms (permanent symbol) The segment of a column (a motif of popular and Romanian creation) - symbolizes unity in the struggle for social and national liberty of the Romanian people in the historical regions of the Romanian nation. The sun - symbolizes the beginning of a sunny day, a bright future for Romania and the Romanian people. The green branch - symbol of victory and maintenance in time of the ideals of the Romanian people. These elements are set into a pentagon. The pentagon symbolizes equilibrium and stability.

The flag of the Romanian Socialist Party is rectangular, of red colour, the arms of the party is applied to a stripe of yellow colour put vertically in the center, in the center of the yellow colour.)

I have not found any photograph of the party flag, therefore I refrain from drawing it at the moment.
