The Civil Aviation Authority of Singapore (CAAS) underwent a reorganisation on 1 July 2009 and adopted a new logo. At this point, I am not sure if there is a flag bearing the new logo for the reorganised authority but it is quite certain that the use of the former flag and blue logo has ceased.

New logo description is provided here: http://www.caas.gov.sg/caas/en/About_CAAS/Our_Logo.html?__locale=en.

There is use of the then-new logo flag; in this 2015 photo, the flag can be seen outside the Singapore Aviation Academy and is placed between the national flag and the Academy flag.
