The flag is blue with the national flag in the canton. The police emblem is placed in the lower fly and four white stars are placed above it.

Judging from the French text on the articles you have found, this is the flag of the General Director of Police - hence the four stars above the emblem.

National Gendarmerie

[Police flag] image by Zoltan Horvath, 25 September 2024The Senegalese National Gendarmerie (Gendarmerie nationale) is one of two national law enforcement force of Senegal (the other being the Police Force), serving as a branch of the Armed Forces of Senegal. As a military unit, it is placed under the jurisdiction of the Ministry of Armed Forces.

The flag of High Commander of the National Gendarmerie (Haut-Commandant de la gendarmerie nationale) is blue with national flag in the canton and with emblem of the Gendarmerie placed in the fly. Three white stars are placed over the emblem, representing the rank of High Commander as a three-star general.
