Police flag

The Milliken Police Department appears to have its own flag. It consists of a blue field with the police logo centered, with text in yellow above and below it (it is not clear what it reads).

The text at the bottom of the possible police flag says 'MILLIKEN COLORADO' - but the flag (or at least those words) is upside down.
