The Jefferson county flag is a bold design consisting of a background of 8-point starry pattern, and bearing an image of city square scene in the central half. Above is written IOWA'S 1ST STATE FAIR and below is written IOWA'S

Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
All archived copies of the pages about Jefferson County still at http://web.archive.org/web lack the image of the flag. I hope we'll be able to find it some day. It may or may not have been the same flag as shown above, although likely so, as it was created in 1976 and that page was put up in 2002.
