Blue over yellow, divided by a white double-chevron, to make an open letter M, over all an image of a clock tower, and the name written below in gray.

Using a photo of the flag being introduced in 2001 and recent photo of the flag on the Waymarking website (https://www.waymarking.com/waymarks/WMTBRM_Municipal_Flag_Marion_Il), I was able to draw a decent picture.
