The NAVA image at www.nava.org and shown in American City Flag Survey and American City Flags is essentially identical to the image above, except NAVA shows a blue seal rim. I'm afraid that the white rim version was created by me for no other reason that assuming that the blue rim was a transparency problem in the Wikipedia image. Now, we know that the Wikipedia image turns out to be taken from the NAVA website, so its accuracy is expected to be high.

The Las Vegas Metropolitan Police Department is the primary law enforcement
agency in the city of Las Vegas, Nevada. The flag of the LVMPD can be seen in
photographs online, particularly at
http://kvvu.images.worldnow.com/images/10972112_G.jpg. The flag features the
seven-pointed star badge of the police department centered on a hunter green
field. Arched above the badge are the words "LAS VEGAS METROPOLITAN" in white
