The city emblem was adopted on Nov 1st 2005 but no flag law.
The white flag charged with the blue, green and orange city emblem in the
center. The flag proportion 2 : 3.
The city emblem is a stylized hiragana と TO. The emblem is an image of
water, green, the sun, rich crop and cheerful citizen. It represents the city
and the citizen are developing and flying powerfully to the future.
