The LAX Police are a separate agency from the Los Angeles Police Department, but both are city agencies, along with the Port of Los Angeles Police, and the Los Angeles Department of Recreation and Parks Ranger Division.

Another view of the flag can be seen here. Based on the captioning of the
photograph, it would appear that the flag design was chosen this year (2016) as part of a contest. Presumably the photograph shows the framed flag with its designer, though there is no information to corroborate that assumption. There also appears on the framed flag a grey box with black writing that appears to be titled "LOS ANGELES AIRPORT POLICE FLAG SIGNIFICANCE," though the photograph is not of sufficient resolution to make out the rest of the words. I've also done a couple quick searches online and can't find any additional information about a flag design contest for the Los Angeles Airport Police, but I'll continue looking.
