The municipality of Fresno (30,285 inhabitants in 2015, 14,442 in the town of Fresno; 20,384 ha) is located in the north of Tolima Department, 140 km of Ibagué.

Fresno was established at some time between 1850 and 1854 by a group of colonists from Antioquia. The village, officially recognized in 1858 by Law No. 7a of the Republic of New Granada, was originally named to Mosquesada, as a tribute to Tomás Cipriano de Mosquera (1798-1878; President of the Republic of New Granada, 1845-1849; President of the Granadine Confederation, 1861-1863; President of the United States of Colombia, 1863-1864, 1866-1867) and Gonzalo Jiménez de Quesada (1509-1579; Conqueror of the Muisca).
The District of Fresno was established by Departmental Decree No. 650, issued on 13 October 1887.

The symbols of Fresno are prescribed by Decree No. 129, adopted on 29 December 2000 by the Municipal Council.

The flag is horizontally divided yellow-white-green. Roasted, or quasi cinnamon, yellow, symbolizes the resources of the region: soil, climate, diversity of agriculture and cattle-breeding; it also represents the proper color of miscegenation or fusion of races with extended cultural resources. White, as the color of neutrality and peace, means tolerance, truce, open-mindedness to dialogue, helping hand, a friendly, sincere and cordial hand. It reflects participation in equity for all. Green is the color of hope. It also represents the intense greenness of the cordilleras and mountains. The coffee groves, the meadows and the horse farms are green. Green is the color of biodiversity and of a safe and healthy environment.

Coat of Arms

The coat of arms is surmounted by a yellow scroll inscribed with "Fresno Tolima". The upper stripe of the shield shows the local mountain under a blue sky and a sun shaped like a coffee grain that enlightens the progress of a powerful people. The colored stripes evoke the soil proper to cultivation of coffee and a great variety of crops. The lower stripe features an ash ["fresno"] from which raises a dove, in its base a basket pouring coffee, or and riches. On the sides two flags of Fresno in their colors: roasted or quasi cinnamon yellow, white, and green.
