Institución Educativa Los Libertadores originates in a project initiated in
1970 in Consacá (Nariño) by Mayor José Antonio Rosero Rosero, unfortunately
rejected by the departmental administration. Colegio Cooperativo Mixto Consacá,
authorized by Resolution No. 307, was eventually inaugurated on 11 September
1972. Taken over by the Department of Nariño on 9 December 1993, as prescribed
by Ordinance No. 27, the institute was merged with Centro Educativo Luis Felipe
de la Rosa by Resolution No. 2,519 of 30 September 2002. Resolution No. 770 of
16 August 2003 established the present-day name of the institute.

The flag of I.E. Los Libertadores is prescribed in
Article 1.3.2 of the Manual par la Convivencia, prescribed by Agreement No. 2 of
6 October 2014.
The flag was established on 7 November 1997, as
prescribed by Resolution No. 3A, adopted on 9 November 1997, with the following
design. Three horizontal stripes of equal size, the upper and the lower stripes,
red, the central stripe, white. In the center is placed the coat of arms of the
institute. The equality of the stripes represents equity granted to all members
of the educational community, both in rights and duties.
Red is the symbol of
the fierce struggle during the battle of Bomboná*. White is a symbol of peace
and harmonious coexistence that the institute aims at teaching to the students
and the community, in agreement with its institutional philosophy.
The
coat of arms of I.E. Los Libertadores is prescribed in Article 1.3.3 of the
Manual par la Convivencia.
1. The shape of the coat of arms is as usual in
heraldry. Its meaning reflects the mission, view and institutional principles,
and, in general, the intentions of the educational action.
2. The shield has
a red border, which means education nourished with human feelings. The star
placed in the upper border symbolizes light guiding the development of the town
via the liberating educational project. The broken chain highlights the name and
action of the institute, Liberty as a force inherent to the human being, favored
by intellectual and spiritual teaching.
3. In the center of the shield is
featured volcano Galeras**, as the stronghold of the vivid natural environment
that surrounds us and supplies us with sources of life. Its color [green] is a
symbol of aspiration to the education of new human beings and of education in
harmony with the natural environment, the volcano and the river being elements
of the beautiful landscape of Consacá. From this marvelous natural resources
emerges a firm hand and fist, holding a parchment, as a faithful reflection of
highest aspirations and projection towards the future. On a blue background
representing calm is placed an open book representing open and dynamic science,
constantly oriented to knowledge. Yellow is a symbol of search for quality in
the educational compromise.
4. The aforementioned symbols are framed by a
diamond with a yellow border, representing the durability of the I.E., inscribed
in the
timeline of the town.
5. The inner part, plain white, represents
the purity of childhood and youth, as well as peace and coexistence via respect
of difference.

* The battle of Bomboná was fought on 7 April 1822 on the
southern slopes of volcano Galeras**. The battle opposed the Royalist troops
(1,200), commanded by Colonel Antonio García y Velasco to the Patriot troops
(1,700) commanded by Simón Bolívar, heading from Bogotá to Pasto. In spite of
great human loss, the patriots forced the Royalists to withdraw, which prepared
the surrender of the garrison of Pasto.

** Volcano Galeras (4,276 m), a
stratovolcano with a large breached caldera located immediately west of the city
of Pasto, is one of Colombia's most frequently active volcanoes. The dominantly
andesitic Galeras volcanic complex has been active for more than 1 million
years, and two major caldera collapse eruptions took place during the late
Pleistocene. Long-term extensive hydrothermal alteration has affected the
volcano. This has contributed to large-scale edifice collapse that has occurred
on at least three occasions, producing debris avalanches that swept to the west
and left a large horseshoe-shaped caldera inside which the modern cone has been
constructed. Major explosive eruptions since the mid Holocene have produced
widespread tephra deposits and pyroclastic flows that swept all but the southern
flanks. A central cone slightly lower than the caldera rim has been the site of
numerous small-to-moderate historical eruptions since the time of the Spanish
conquistadors.

The historical record of the I.E. adds that the coat of arms
was adopted by Resolution No. 16 of 22 May 2008, following a call to proposals
and superseding the original coat of arms adopted at the same time as the flag.
The design submitted by Eider Arnulfo Villota (grade 10-1) was amended by the
teacher Segundo Juan Sapuyes.
