The prefecture emblem was adopted on May 10th 1966 by Notice No 342 but there
is no flag law. The prefecture blue flag has a white emblem in the center. The
emblem is stylized hiragana ふく Fuku of Fukuoka in a prefecture flower plum.

Another prefectural flag is the flag of Traffic Safety.
The only information I can pull from the text is that it
was adopted in Showa 37 (1962). The flag is a mixture of 7 green and white bars,
with a yellow cross in the middle. It can be seen on the
Prefectural
website.

Fukuoka uses this symbol on white. The design was made in 1951
by Okabe Hirata and combines the characters "Yen" in Japanese and "F" in English. The three colors represented the three districts of the
prefecture. (Source)
