A white flag with a map of California in grey bearing the name California in the north, and the county identified in dark blue, all overlain by an uncolored outline map of Riverside County, containing some buildings, a tree and a post with a bell in the west and a mound with palm trees and distant hills in the east, the name COUNTY of RIVERSIDE in the center, the date May 9, 1893 below the palm trees.

There is a flag used by the Riverside County Board of Supervisors, shown at
https://rivco.org/board-supervisors. The main purpose of this body is to act
as a county legislature and govern the affairs of the county with input from
other officials and those that live and work in the county. The flag used by
this body is their seal on a white background. There also appears to be a board
chairman's flag to the right of the board flag.
I used the seal at
https://www.discovercathedralcity.com to make the flag image.
