Herzberg Coat of Arms

Shield Argent, a stag passant Gules on top of a triplemount Vert, issuant from base.
Meaning:
The arms are canting, as the first name of the settlement had been Hirschberg (= mountain of the stags). The colours of the flag, white-green-yellow, are not derived from the arms. Possibly white and green are for Saxony to which the city belonged until 1815, and green and yellow for the Fläming region.
Sources: Günther 1995 (Erwin Günther, Ostdeutsche Stadtflaggen (1): Land Brandenburg, in Der Flaggenkurier, no. 1, 1995) and German WIKIPEDIA

The arms were approved on 19 January 1993.
