It appears Elota does not use a municipal flag.

The coat of arms was modified by technicians of the Elota-Piaxtla Irrigation Project, approved by Council Act N°10 on 10 June 1987. The border is yellow and reads ELOTA at the top; there is another border to this in brown. The upper-left section depicts a bag reading "FRIJOL" [BEAN], an agricultural product. The upper-right section depicts the road from the highway to Elota. The lower half is divided in half again; on the lower-left, there is a cob of corn in its husk and a dam reading its name below with the environment around it, PRESA EL SALTO. To the lower-right, there is an image of a fish above remembering the coast the municipality has and the fishing industry. Below is an image of a dry lake and its coast, with a mound having the word SAL below it (salt), remembering the salt flats of Ceuta.
