and background info is at the county FAQ page: "What is the Roanoke County Seal?
The Roanoke County Seal is a representation of Roanoke County in 1838, the year of its founding. The Indian head represents a member of one of the several tribes who hunted in the area, trailing herds of wild game drawn to the valley by the great salt deposits. The encircling mountain are the ancient Blue Ridge, and the river depicts the Roanoke River, which splits the county. The name Roanoke was derived from the Indian word, "Rawenok," which described the shell beads used by certain tribes on the East Cost for jewelry and money. The seal was adopted in 1968 after a committee was appointed by the Board of Supervisors. The proposal originated by Clifford O. Rhodenizer. The seal was designed by Betty C. Rhodenizer and the final sketch was done by Mr. Cris Jamison. In 1986 the Seal received copyright and trademark protection.
